Climate Change
Climate change is a global challenge because greenhouse gases distribute rapidly around the earth. Moreover, the impacts of climate change are felt worldwide and not directly tied to the places where emissions occur. Because of the global nature of the problem, international and national scale action is the most effective way to address climate change. This prevents gains in one region from being overwhelmed by increases in emissions elsewhere, or the “leakage” of emissions from one area to another.
California has taken a leadership role on climate change. Similar efforts to address energy efficiency, clean and renewable energy, and fuel reformulations prove that California’s leadership can have positive ripple effects. Unlike these related efforts, however, California must build its climate policy within the context of the global community, who directly share with us the consequences of our actions.
