Air Quality and Transportation Project
Geographic focus: statewide
Main activity: legislative and administrative efforts, state regulatory agencies
The Air Quality and Transportation Project has a three-pronged focus: stationary sources of air emissions, mobile sources, and transportation efficiency. The project works to ensure that each source category assumes a fair share of the burden for needed emissions reductions in a cost-effective manner. CCEEB also works to ensure that regional, state and federal air regulations are coordinated to maximize consistency and minimize duplication of effort.
Despite the best intentions, some policies fall flat because they are not workable from an operations standpoint. The Air Quality and Transportation Project recommends ways to improve programs on-the-ground and to help ensure that policies are successful under real-world conditions while still meeting environmental goals.
Sample Work Agenda
- Legislation: air quality bills
- Air Resources Board: implementation and enforcement of diesel rules
- Environmental justice: cumulative impacts and precautionary approaches, community screening and health risk assessments
- CEQA and permitting, land use and SB 375 implementation
- New Source Review and Emissions Reduction Credits: new credit generation opportunities; options beyond ERCs
- Financial incentives: AB 118 implementation, Carl Moyer (10-year update), Prop 1B implementation, overall effectiveness of state programs
