Climate Change Project

Geographic focus: statewide
Main activity: legislative and administrative efforts, state regulatory agencies

The Climate Change Project was launched to assist the state in implementation of AB 32 and in the development of other California climate change policies. The project brings together a diverse group of organizations, and frequently communicates directly with legislative and administration decision makers.

Our purpose is to ensure that California develops an efficient and efficacious regulatory structure that effectively balances between command-and-control regulations and market-based measures. This means programs should measurably and verifiably reduce GHG emissions at the least cost and for the maximum benefit.

To protect the health of the economy, CCEEB supports credible, peer-reviewed, and transparent economic evaluations for all policy options. To ensure California achieves real reductions, CCEEB supports accurate and comprehensive emission inventories, clear and consistent reporting protocols, and credit for early action measures.

CCEEB encourages the State to provide leadership and coordination of the many agencies responsible for turning AB 32 into a sound, workable climate change policy. As the federal government develops national policies, CCEEB believes California must create a system that can be consistent with and complementary to national and international efforts.


Sample Work Agenda

  • ARB and AB 32: rulemaking priorities and schedule; rule development; maximum technologically feasible and cost-effectiveness analysis; consistency and linkage across jurisdictions and levels of government; AB 32 Scoping Plan (implementation stage); EJ and Climate; coordination with air district programs
  • EPA and federal issues: monitor congressional and administration activities, offer California perspective as warranted
  • Cal/EPA and administration issues, on-going: Western Climate Initiative, Climate Action Team and subcommittees
  • Legislation: codifying 33% RPS; Cap-and-Trade; Low Carbon Fuel Standard; offsets; revenue allocation and/or use of revenue
