PROJECT TEEM
Transportation Emissions, Energy & Mobility
MISSION
In meeting air quality goals, the mission of the Project TEEM is to (1) ensure that mobile sources of emissions assume their fair share of the burden for needed emission reductions and (2) promote effective congestion and transportation management programs. Project TEEM achieves its mission through its efforts in the Legislature and Regulatory arenas.

PROJECT PRINCIPLES

Promote policies that result in more efficient and economic use of energy resources, such as higher fuel efficiency and use of more economic vehicles, accelerated vehicle fleet turnover, increases in mass transit, satellite office use and telecommuting - while not sacrificing emission reductions.

Promote fuel neutrality in issues relating to commercialization. The market should determine cost effective solutions. Government decisions should be based upon objective evaluation of scientific data and not result in picking winners and losers.

Global Climate change issues should be addressed in the context of national policy.

The state auditor should review the effectiveness of current subsidies periodically with the assistance of a science advisory council.
- Governmental program requirements should be expressed in terms of performance-based standards based upon a reasonable expectation of achievement.
- When evaluating potential mobile source programs and incentives, mobile source emissions should be evaluated based upon exposures to all pollutants released to all media, directly or indirectly, and net energy use and domestic energy use should be taken into account.

Statutory and regulatory programs dealing with transportation energy issues should reference propulsion system rather than engine. Other terminology should also be updated and conformed to the larger context of developing technologies.
- Support government investments in research, development and demonstration of new technology.
- Support efforts that contribute to the availability of a diversity of fuel sources in the transportation sector while not impinging on efficient markets.
