WALTER MCGUIRE
CCEEB Chairman
Mr. McGuire, an attorney by training, has spent most of his career leading environmental and social marketing projects. He is President of McGuire & Co., Inc., a public affairs firm, and President of the Environmental Policy Center, a nonprofit organization. Mr. McGuire was and remains the principal creator and manager for California's award-winning statewide "Flex Your Power" energy conservation and efficiency campaign.
Mr. McGuire also has extensive public policy experience, including a stint as Chief Lobbyist for the state in Washington, D.C. In this capacity, he served as the principal contact with Congress, the White House, and the federal bureaucracy. Throughout the Carter administration, he organized overseas and domestic trips for the President, Vice President and the State Department, including the President’s trips to Saudi Arabia, Brazil, Germany, France, Japan, Korea and the “Camp David Shuttle” to Israel.
In addition to Flex Your Power, Mr. McGuire has broad experience in managing other large and complex projects. McGuire & Co. planned and produced the 1984 Olympic Torch Relay, designed the route and events for the 1996 Olympic Torch Relay to Atlanta, the 1994 Legacy Tour for World Cup Soccer, John Paul II’s trip to Los Angeles in 1987, and the worldwide celebration of the 20th Anniversary of Earth Day, which in the United States included two and one-half hours of syndicated television programming, events in 3,200 cities and towns and an estimated worldwide participation of over 200 million people in 140 countries.
CHUCK MACK
CCEEB Vice Chairman
Chuck Mack is President of The International Brotherhood of Teamsters, Joint Council 7. Mr. Mack has been an officer and president of Local 70 in San Francisco for more than 20 years, building an unparalleled record at negotiating first-class benefits, leading successful strikes, and playing an active role in every major labor dispute in Northern California. He focuses on involving members in union decisions and empowering women and minorities.
The International Brotherhood of Teamsters, with 1.4 million members, is one of the largest labor unions in the world. It is also the most diverse union in the United States. Teamsters Joint Councils are set up in areas with three or more local unions. Joint Councils help coordinate Teamsters activities in those areas. They also help solve problems and decide some jurisdictional and judicial matters.
GERALD D. SECUNDY
CCEEB President
Appointed by the Board in 2006 as President and Chief Executive Officer of the California Council for Environmental and Economic Balance (CCEEB), Gerald Secundy directs all Council activities including the management of advocacy, policy development and implementation, research, communications, member relations, and administration.
Mr. Secundy brings to CCEEB an extensive leadership background with business, regulatory agencies, and the environmental community, and is uniquely qualified to work effectively with California’s policy leaders.
Prior to joining CCEEB, Mr. Secundy served as Vice Chairman of the California State Water Resources Control Board. Other past positions include Executive Director of Audubon California, Vice President of External Affairs and Environmental Health and Safety at Atlantic Richfield Company, and as an attorney for the U.S. Department of Justice in the Land and Resource Division. He has also served as Chairman of CCEEB (2000-2002) and as Executive Consultant to the California Environmental Dialogue, of which he is a founding member.
Mr. Secundy serves on the Board of Trustees of Prescott College, Prescott, Arizona, the Board of Lignetics, a manufacturer of environmentally engineered fuel pellets, the Board of Governors of the Inner City Law Center, the Advocacy Committee of Pasadena Heritage, the Board of Las Familias del Pueblo, and the Board of Jardin de la Infancia. He has formerly served on the boards of the Center for Non-Profit Management, the Girls Club of Pasadena (President), and the Planning and Conservation League, among others. Mr. Secundy is a life-long member of the Sierra Club, Common Cause, and the American Civil Liberties Union.
After graduating with degrees from Harvard College and Columbia Law School, Mr. Secundy spent more than two years volunteering with the Peace Corp in Peru where he directed a youth center that served over 300 “at risk” youth.
WILLIAM J. QUINN
CCEEB Vice President
Bill Quinn became the Vice President of the California Council for Environmental and Economic Balance (CCEEB) in June 1995. Mr. Quinn represents the interest of the Council in numerous public forums. His responsibilities include policy leadership, program oversight, and membership development. Mr. Quinn also manages CCEEB's South Coast Air Project that focuses its efforts in finding creative solutions to Southern California's air quality problems. The Project was highly instrumental in the development and implementation of the South Coast Air Quality Management District's emissions trading program, know as RECLAIM, as well as several other emission credit programs designed to reduce emissions in the most efficient manner possible. Under Mr. Quinn's leadership, the Project continues to focus on emission trading as well as other programs designed to offer effective means to achieve the basin's air quality goals.
Prior to joining CCEEB, Mr. Quinn spent 15 years in the energy and utility industries managing environmental issues. During this period of time, he worked closely with others to help negotiate the language for many of California's key environmental statutes.
Mr. Quinn is a graduate of the California State University, Los Angeles with postgraduate environmental certificates from the University of California, Irvine.
MANNY G. GRACE
CCEEB Secretary
Manuel G. Grace is Vice President and Environmental Counsel to The Walt Disney Company. Manny is head of the Corporate Environmental Compliance Department, which is part of the Corporate Legal Department. Mr. Grace's responsibilities include a broad array of legal matters including the environmental compliance issues inherent in the operation of a 22 billion dollar entertainment company that is the world leader in animation and theme park development and has become a powerful force in television, interactive entertainment, and feature film production.
Prior to joining Disney in December of 1992, Mr. Grace was with the New York law firm of Milbank, Tweed, Hadley & Mc Cloy, where he was head of the Environmental Law Group since 1990. At Milbank, Manny specialized in the environmental aspects of energy developments as well as the representation of multinational companies and banks with regard to environmental matters. Prior to that, he was associated with the law firm of Sidley & Austin here his experience included environmental work on federal, state and local levels since 1986. Mr. Grace graduated from the University of Notre Dame in 1979 with a BA in Psychology. He earned his law degree from Columbia University School of Law in 1982, where he was Managing Editor of the Columbia Journal of Environmental Laws. Manny also clerked in the United States Court of Appeals for the Second Circuit for the Hon. Lawrence W. Pierce.
Mr. Grace is a member of the Regional Advisory Council to the Southern California Association of Governments (SCAG-RAC), The Entertainment and Events Center Coalition (EECC), and the Environmental Law Committee of the Alliance of Motion Picture and Television Producers. In addition, he is Disney's representative to the Regulatory Flexibility Group (RFG), Secretary and a member of the Board of Directors of the California Council for Environmental and Economic Balance (CCEEB), and a member of the Environmental Law Committee of the Los Angeles Chamber of Commerce. Mr. Grace is also on the Executive Committee of the Los Angeles County Bar Association's Environmental Law Section.
JOHN J. (JACK) COFFEY
CCEEB Treasurer
John J. (Jack) Coffey is general manager, U.S. state and local relations, public and government affairs, for ChevronTexaco Corp., headquartered in Sacramento, Calif. In this capacity, he is responsible for managing 35 employees and several retained consultants with responsibility over state and local lobbying, local media relations and community engagement programs in those states and communities where ChevronTexaco operates. He also has direct responsibility for the company's interests in California politics and in national organizations of elected officials.
A native of New York City, Coffey holds a bachelor's degree in civil engineering and a master's degree in environmental engineering from the University of Notre Dame, where he was a National Science Foundation Fellow.
Prior to joining the company, he had been the Washington manager for Western States Petroleum Association's (WSPA) predecessor organization, and manager of Natural Resources and Environment for the U.S. Chamber of Commerce.
Coffey began his career with Chevron Corp. in 1979 as a lobbyist for the company in Washington, D.C. He moved to California in 1988 and moved through a series of government affairs positions until accepting the General Manager's slot in July 2000, which he maintained upon for the formation of ChevronTexaco Corp. in October 2001.
Coffey was appointed by then-Governor Wilson to two four-year terms on the board of the California State Fair and Exposition, serving as Chairman in 1994-1995. Following that service, Coffey was appointed Commissioner of the California Horse Racing Board. He currently serves on the boards of both the California Senate's International Relations Forum and the Leland Stanford Mansion Restoration Project. He serves on the key strategic and governmental relations committees of the Western States Petroleum Association (WSPA).
Coffey is also a board member and treasurer of the California Council on Environmental and Economic Balance (CCEEB),
and a board member and secretary of California Foundation on the Environment and the Economy (CFEE).
Mr. Coffey was born in April 1943.
JACKSON GUALCO
CCEEB Lobbyist
Jack Gualco is the president of The Gualco Group, Inc., a government relations and public affairs consulting firm based in Sacramento, California. Mr. Gualco's firm represents a wide array of clients, from agriculture, business, and the public sector.
Before establishing The Gualco Group, Inc., Mr. Gualco served as a senior government relations advisor with the law and lobbying firm of Heron, Burchette, Ruckert & Rothwell. He served on the firm's board of directors and its executive committee. Prior to joining Heron, Burchette, Mr. Gualco served as Special Assistant to Assembly Speaker Willie L. Brown, Jr. During his employment with the speaker, The California Journal ranked him as one of the Capitol's most influential staffers.
Mr. Gualco received a master's degree in Pastoral Studies from Loyola University, New Orleans and an MBA in Management from Golden Gate University. He received a Certificate in Management from the University of California, Davis in 1986. His undergraduate degrees are from University of California Davis and Sacramento City College.
ALLAN LIND
CCEEB Lobbyist
Allan Lind is the owner of Allan Lind & Associates, a consulting firm established in 1993 to provide government relations services to public and private sector clients interested in the political affairs of California. Mr. Lind coordinates overall legislative relations for his clients, including the design and implementation of strategies to achieve desired legislative outcomes.
Prior to establishing his firm, Mr. Lind served for twelve years as the principal consultant to the Assembly Committee on Ways and Means and its subcommittees on environmental affairs and transportation. Mr. Lind, was responsible for advising members of the Legislature and the public on all legislative bills coming before the committee affecting environmental affairs, natural resources, transportation, energy and public utilities, as well as items of the annual State Budget affecting these areas. Prior to his legislative service, Mr. Lind served as a policy analyst and advisor in various state agencies and local governments.
Mr. Lind has an undergraduate degree in architecture and a master’s degree in landscape architecture (environmental planning emphasis), both from the University of California at Berkeley.
ROBERT LUCAS
CCEEB Consultant
Robert Lucas is President of Lucas Advocates, Inc., a lobbying firm in California that provides research, consulting and advocacy services. Mr. Lucas founded the firm in 1983 to provide full service legislative and regulatory advocacy for clients before government in California. Mr. Lucas is a registered lobbyist and a licensed attorney with an undergraduate degree in Civil engineering from New York University.
Prior to launching Lucas Advocates, Mr. Lucas served as the Principal Consultant to the Joint Legislative Audit Committee of the California Legislature. He was also the Principal Consultant to the Assembly Transportation Committee and Consultant to the Subcommittee on Transit and to the Subcommittee on Air Quality. Mr. Lucas also gained valuable experience with local government during his tenure with the Sacramento Regional Area Planning Commission.
